    Before the current II.1 point add the following:

    "II.1 Root digital identity systems in civil registration data as an accurate and trusted source of legal identity, to enable individuals and service providers to have a unique digital identity and have confidence in that identity. Build efficient business processes for the collection of identity data in the civil registry and the transfer of that data to the digital identity system (in-line with the Once-Only Principle). Enable inclusiveness of the digital identity system by establishing interoperability with universal civil registration."
