Rather than resolving how to store information abroad, and dealing with Data Privacy legislations, All countries should make available an API with a standard that can be queried from abroad on-demand.

e.g. I am abroad and they ask me for my id. All systems in the Globe know that the data structures and API requests are based on the w3c standard ( as an example ), so they all know and use the same requests, they query the Costa Rican KYC db with my ID and they get back a confirmation ( not my data )

e.g (2) I lost my ID at the airport, NSA asks me who I am and I give them my national Id number. They go online, select Costa Rica, and input my ID. I also need to provide my birthdate and a random piece of data from my KYC data.

Our API ( the CR API ) will only return YES or NO, if the data I have the NSA matches the data in the DB ( Zero-Trust )

For biometrics: It doesn't send the picture but the biometric values, like the face mesh. **
