      "Foster International Public-Private collaboration" using inclusive means like online forums ( such as this one ) and collaborative platforms.

      -- I think all countries should align to a single or few Global Data Layers/Networks. Wha if we recommend the countries to name or assign a representative for participating in the discussions of the international standards? e.g. The W3C forum for VCs and DIDs. Each country should have someone in charge of aligning towards the international standard. My concern here is that countries may start to develop isolated standards on their own if we don
      t provide them some specific guidance in advance.

In regards to your suggestion about assigning representatives for participating in discussions of international standards, I think that is a good idea. Having designated individuals responsible for aligning their country's digital identity solutions with international standards can help ensure consistency and reduce the risk of developing isolated standards. Furthermore, utilizing inclusive means like online forums and collaborative platforms can help facilitate these discussions and allow for a more transparent and participatory process. It is important to involve both the public and private sectors in these discussions to ensure that the unique needs of all stakeholders are understood and taken into consideration.
