    RECOGNISING the importance of transparency and accountability in the governance of digital identity systems, including clear and accessible policies for data use and protection, and robust mechanisms for oversight and redress in case of abuse or violation of rights to ensure that digital identity systems are developed and implemented in a manner that respects human rights and democratic values, and that appropriate mechanisms are in place to monitor and address any negative impacts on human rights and social inclusion;

      System design comes from industry, which is subject to varying regulations in a global, sovereign-based world. The duty for users to be trustworthy is critical to system design and can not be left to industry and government alone to regulate. An overall constitutional framework which obligates users to be trustworthy and to be held accountable for their actions can be built into public frameworks for trusted online communities.
