    Add: The capabilities for further development, beyond the original functionality, of the digital identity solution / system, including a potential situation where the system will transition into another solution / system and ultimately will be decomissioned.

    - detail: not saying that these systems will be decomissioned quickly, but cases exist of multiple attempts to create a national digital identity system, failing in succession. In those cases the exit strategy would have been nice to have, or at least a transition strategy. In the sense of governance, in a life cycle all steps from cradle to grave should be addressed.
