    Design security processes for prevention of security incidents, detection of incidents and response to incidents.

    - background: anything can be breached eventually when it is online/digital. Numerous cases of national (digital) identity systems being breached exist. So ensure in the governance that security is positioned not as 'preventing incidents' but much more as 'preventing, detecting and responding', the full circle of cyber security management. Also this approach supports a swift response when things go wrong, stakeholders will know that errors and breaches will be responded to professionally, and this increases the trustworthiness of the solution/system.
